Diane Litzinger

Judicial Program Analyst

Ms. Diane Litzinger joined the Offices of Children and Families in the Court within the Administrative Office of Pennsylvania Courts as a Judicial Programs Analyst in January 2023.

Previously, Ms. Litzinger’s background included 24 years at Blair County Children, Youth, and Families, where she held several positions, including Caseworker (1998-2005), Supervisor (2005-2017), and Program Specialist (2017-2022). In those roles, she handled cases under the supervision of the Court and educated new staff on their role in the Dependency Court process. She was involved in the local Children’s Roundtable for many years and was part of various workgroups that implemented strengths-based and trauma-informed practices. As Program Specialist, Diane worked to implement the Family Engagement Initiative, was a member of the FEI Oversight team, liaison to the Courts for FEI practices, and supervisor for the specialized FEI services.

She guided caseworkers providing FGDM and CRRFM, developed and analyzed data regarding children in placement, and was part of the initiative to reduce congregate care placements successfully. Ms. Litzinger was the agency liaison for the local Fatherhood Initiative. She provided education to staff and community members as a part of Temple’s Strength Based Family Worker curriculum and was a Mental Health First Aid educator.
Ms. Litzinger worked to improve standards and practices in Blair County by leading organizational effectiveness efforts and was part of the Quality Services Review planning team. Ms. Litzinger supervised the fiscal department, which included oversight of IV-E funding requirements, and was part of the team that completed the Needs Based Plan and Budget.

Ms. Litzinger earned a Bachelor of Science degree in Sociology from the University of Pittsburgh. She maintained certifications as a Direct Services Caseworker and Supervisor through the Child Welfare Training Center throughout her child welfare career.
